Fran Kelly was born October 19, 1946, in Galveston, Texas to Robert and Evelyn Evans, she was the third child of 4. Fran was a loving and devoted wife, mother, grandmother, and great grandmother who really adored her grandchildren and great grandchildren. She loved her family unconditionally but wasn't afraid to set you straight. Like the time her son (not saying which one) and some friends decided to skip school and she came home from work early. She never said a word to any of them, just went to the kitchen and got her broom. She cleaned house very fast that day. He said he'd never seen so many people evacuate a house so quickly in all his life. She cleared the house like this a few times.

She was a member of the East-End Historic District Association (EEHDA) for over thirty years. She devoted countless hours to ensuring the success of the Christmas Homes Tour as Volunteer Coordinator. Fran had a great love of flowers and gardening. She started the EEHDA Fall Garden Tour in 2010, which was very successful, and in 2021 was renamed the Fran Kelly Garden Tour in her honor. Which she was very proud of. She also did many other things with the EEDHA. Fran was the Cottage Chairman, Darraugh Park Chairman, and the Alderdyce Park Chairman. She was also on numerous committees over the years. She sat on the Rules Committee, Nominating Committee, and Streetlight Committee to name a few. Fran immensely enjoyed working with the EEDHA.

Frances was preceded in death by her Parents, Brother Gary Grover Sr., Sister Beverly Henry.

She is survived by her sons; Homer Sullivan (Tina), Scott Sullivan (Renee), Jason Sullivan Sr. (Sandra). Grandchildren; Jessica Purl (Ethan), Ashley Sullivan (Ryan Gunter), Destiny Auzston (Fiancé Taylor Weller), Jason Sullivan Jr., David Sullivan, Brayden Sullivan. Step-Grandchildren; Jessica Sauceda, Aj Sauceda, and Skyler Moore. Great Grandchildren; Lukas Murray, Krason Moya, Kye Purl, Cole Purl, Roman Gunter. Sisters; Barbara Alexander (Kevin). Brothers-in-Law; Richard (Dick) Kelly, Dennis Kelly (Trini) Sisters; Cathy Neer (Roy), Jean Kelly. And many Nieces and Nephews.

The family has several charities in mind to memorialize their family through and would ask that anyone desiring to make a memorial donation to please send the donation to Carnes Brothers Funeral Home 1201 Tremont Galveston, Texas 77550 and they will disperse the funds to the appropriate charities.
