Galveston, TX – Richard "Dicky" Lee Hughes, 75, was born on February 17, 1948 in Galveston, TX. to Chester Lee Hughes and Gladys Helen Jordan. He was called home by his Lord and Savior on Oct. 3, 2023, at The University of Texas Medical Branch in Galveston.

He is survived by his wife of 40 years, Maxine Bellotte Hughes, sons Richard "Lee" Hughes (Lauren Kenney Hughes), Jared Daniel Waggoner (Rachel Black) and daughter, Stacy Johnson (Chaplain Greg Johnson), grandsons Preston Lee Hughes and Landon Harrelson, his mother Gladys Noland, brothers Bobby Lee Hughes (Anna Valastro Hughes), Douglas Hughes, Danny Noland and sister Dyane Acosta (Cliff Acosta) and sisters-in-law Carol Kendrick Ridenour and Betty Kendrick Collins, as well as numerous additional family relatives.

He is preceded in death by his father Chester Lee Hughes, paternal grandparents Aaron Lee Hughes and Margaret Katherine Breen, maternal grandparents Richard Kane Jordan and Allie Dove Wheeler.

Dicky graduated from Ball High School and attended Galveston College and Sam Houston University in Huntsville. Dicky wore many hats in his lifetime. He worked at the Flagship Hotel in Galveston and Houston's Astroworld Hotel. He left the hospitality industry and eventually was employed as vice president of C&H Construction in Galveston. He and Maxine collaborated and opened their own company RLH Construction, Inc. more than 30 years ago, which specialized in government contracts and focusing mainly on hospitals, specifically The University of Texas Medical Branch in Galveston and was on the E-1 Status UTMB Hurricane Preparedness Team. He believed strongly in public service and served on many boards, including the city of Galveston Electrical Examiner's Board, Texas City Little League, Texas City Pony-Colt League (president and later commissioner), Texas City Quarterback Club (president), Texas City Independent School District Facilities Board and a member of the Chambers of Commerce of Galveston and Texas City-LaMarque.

One of his favorite passions was helping children. He sponsored baseball teams in Galveston and Texas City along with softball teams, swim teams and purchasing animals at the Galveston County Fair and Rodeo raised by local students from the Galveston, Bolivar, Texas City and Santa Fe areas. He would have the meat processed and then donated to The Children's Center and Ronald McDonald House. After retiring he loved being on the water in his boat, spending time with his family and friends, taking family cruises, fishing and volunteering at the Houston Big Game Kid's Fishing Tournament for the Shriner's Burn Institute and Ronald McDonald House. He also organized golf tournaments as fundraisers for The Children's Center.

Dicky was an extraordinary husband, dad, friend and BOI.  He loved his island and the people here.

Visitation will be held at Carnes Brothers Funeral Home, 1201 23rd St., Galveston, TX, Friday, Oct. 6, 2023 between 5 p.m. and 8 p.m. The Funeral Service will be held on Oct. 7, 2023 in the Carnes Brothers Chapel at 10 a.m., Reverend Dennis Johns officiating.  Burial will follow at Galveston Memorial Park, 7301 Memorial St, Hitchcock, Tx 77563.

Serving as pallbearers are Lee Hughes, Jared Waggoner, Preston Hughes, Landon Harrelson, Troy Ridenour and Bobby Hughes. Honorary pallbearers include Tom Malone, Glen Vige, Brannon Young, John Wilson, Bobby Metz, Jim Walker, Kim Norman and Carlos Rios.
